Error out on Windows <8.1 #57

We are slowly dropping support for Windows 7.

Yet it still works on windows 7, just not the gui installer. So I guess the only point of this is so you can feel important? Or can you give a valid reason other than "windows says it's unsupported?!?!?!"

Feel free to use the tarball, or an old installer, and update from there. There are no guarantees that it wont break at any time though.
