this pr updates the owner check to match orgs and teams case-insensitively, since github doesn't care about case.

you're totally right, but this was already addressed by this PR: https://github.com/mszostok/codeowners-validator/pull/78

Unfortunately, it was not yet release, so fix is available only on the main branch.
