disable protection-check on tab-change #3

This PR removes the protection-check for tab-changes

Reading the code of controllers in protected areas works with this again.

I hope that doesn't lead to side effects like when one player is in the formspec and another enters it and changes the tabs. But you probably know better ;)

This actually can happen, but you can't have both: either a secured formspec or switcheable tabs...
