You may or may not allow players to place travelnets in the Nether or End of MCL

Looks bit messy to me if included with travelnet mod like this, would it be good enough if it was a separate restriction mod (using exact same technique / copy paste code from this pr)?

I thought it would be a good idea now that travelnets is compatible with MCL

mcl_worlds is a builtin MCL mod

agreed. as it is implemented right now isnt even that great
