Please fix timezone #877

For example: 
now Belarus, Minsk - GMT+03:00, but in setting Minsk - GMT+02:00.
This is probably due to daylight savings time. It was canceled is Belarus.

this is UCT-3 timezone without daylight savings time. I will move Minsk to this 
line.
