Upgrade Elixir version and deps #72

This PR:

Upgrades Elixir version, allowing to upgrade deps, especially things like the oauth2 dependency
Adds basic configuration for Elixir formatter and formats files
Moves CI from Travis to Github (can be dropped though, I only found Travis to be slow)

Thanks again for your contributions. I was able to include the bulk of them in #80 and #81. A new release has been published see the release and the package on hex for more info.
