Add dynamic device creation for agent adapter source #272

Currently agent adapter requires a pre-existing device configured in the device.xml file. With the new capability to update and incorporate new devices from adapters, perform a probe and send the Device through the pipeline.

Also add configuration option to turn this off in both shdr and agent adapters.
