Add WCAG 2.1 Compatible Mode to Widget and Block #283

Might as well provide a way to have WCAG compatible breadcrumb trails for those using the widget or block.

Widget part is done, block updates will be 7.3 now.

When we hit feature parity with the widget in the block, support for this was added to the block
