Looks like changes in 7.3 broke the Home Template on static front page setups.

Further investigation is now inconclusive. The issue went away some time after migrating the settings in the network and subsite page and resetting the settings.

Potentially related to #299, going to bounce to next release since this seems to no longer be confirmed.
