Legalities object omits Frontier; Legalities documentation omits Explorer #576

Description of Bug

According to https://mtgjson.com/data-models/legalities/#frontier the Legalities object should contain information for Frontier.

However, M15.json, which is in Frontier, does not include Frontier in the legality information. Other Frontier-legal sets I have tested also omit it, including DMU.

Additionally, the legality object includes Explorer, which is not mentioned in https://mtgjson.com/data-models/legalities/

Unrelated: Thank you for all the great improvements over the years! I've been modernizing my site which was built on MTGJSON 3.x and the data is so much cleaner and complete than ever. Everything is so much easier now.

Hey there! Frontier was dropped and Explorer was added. Looks like we forgot to update the docs. I'll forward this on. cc @staghouse

Will be resolved in 5.2.1 docs release
