Baba Yaga cannot host second program. #2270

This issue I've found in game when you have Baba Yaga get an Icebreaker, you cannot host second Icebreaker by any means. Maybe is the script error (malfunction) or MU restriction in the card cause failure.

Confirmed, thanks for the report. This card is @nealterrell's handiwork, I don't understand any of it.
