Redesign the tabbed panel/game log area

I don't really have any frontend skills, so somebody else will have to do this, but the area above the game-log with settings/log/timing/etc probably needs to be redesigned if we intend to add new things in there ever.

For example, if we add something else in now, it will hide half of the options.

We can do things like:

• make the timing/rules panels into one panel, and have another tab in there to let you pick which one to look at
• Give it some sort of flex rules so it overflows
• Add a little ... at the right with a drop-down for extra options

This is actually what sparked my interest for contributing (because this also sets the groundwork for things like quick chat and other things) and I have drawn up some layouts.

This would probably be an iterative project over time but i have a lot of interest in helping with this
