Converting to anything but silkscreen results in nothing #4

I can't get anything but silkscreen layers to show up. Here is a Inkscape SVG with exactly the same on the SilkS and the Edge.Cuts layer, but nothing shows up on Edge.Cuts in the mod file when I run svg2mod.py -i outline.svg -o outline.mod.
