Adjust docs/filenames to LoC Transliteration #49

Adjust all filenames and @resp attributes to be all lowercase and conformant with the Library of Congress transliteration. The @resp adjustment is vital so we only do topic modelling on all of the candidate text, and none of the interviewers'.

For example, it should be
