Both links do not provide access to a full paper anymore.

The webpage that @FrancisBehnen mentioned, contains a link to http://www.coedu.usf.edu/main/departments/me/documents/cohen.pdf for the PDF, but that leads only to a 404 error. The source code refers to the first paper, but the source of these thresholds is the second paper, isn't it?
