Notify user about state of budget outside of budgeting screen #1388

Currently the state of budgets is more or less confined to the budgeting screen with 2 exceptions: the budget widget and the circular progress indicator shown for each group in the transaction list for budgets that are defined as "default". One additional use case that would make budgeting more useful: When a budget or a budget allocation for a category enters an overspent state after entering a new transaction, user should get notified.
