Reorganization of Requirements

Please review functional requirements for the Admin Users. Then, if you find 
some changes necessary regarding to the following explanations:

update related parts. We will collect updated requirements in a wiki page with 
name Requirements (Version 2.0). Please do not forget to add your updates to 
the new Requirements (Version 2.0) wiki page. Also, please do not change 
anything on the Requirements (Version 1.0).

The next version for requirements document is: 1.1. The page is created. Make 
your updates on that version page.
