Chinese line drawing should be full-width #179

On Chinese BBSes the line drawing is expected to be full-width. We need a
reference for the rules on drawing in the classic Chinese locales.

Right now we're using Unicode specifications on neutral, ambiguous, narrow,
wide, and full characters. They don't seem to match up with the
presuppositions on Chinese BBSes.
