Adding the Persona Bar project. The Persona Bar project is using some new file structures and the dotnet.exe cli for building and creating solutions. The persona bar project is not dependent on gulp and pacakges itself using pure js. The other projects will follow suit shortly.

Created a Persona Bar Project
Installed the DNN Platform
Verified files were installed to proper dierectory
Verified item showed up in proper menu
Verfified no js errors
