Implement sophisticated access workflow #69

Changes

I don't have the time for a detailed changelog at the moment, but basically:

Adds 4 strategies for each user type to guard access to user profiles
A case list is also generated based on these strategies, and served from an API endpoint
Some bugs are fixed as usual

Most things seem to work from my limited amount of testing.
