RDRF Issue: based on SYSTEM_ROLE, Data Set copyright link should not be visible at NORMAL mode #294

Description: It is found that after login the page footer contains "Data set copyright" which is irrelevant to NORMAL mode

Steps: 1) By default the SYSTEM_ROLE is NORMAL if nothing is set 2) Login to system as admin/admin 3) There is link at the footer of the page which is irrelevant.

This an issue with the base template not an Angelman specific problem.
