registration can be enabled but base template has error #2434

Django Registration is in base RDRF but it was never used properly

when switched on e.g.

http://localhost:8000/ICHOMBC/register gives TemplateSyntaxError django.template.exceptions.TemplateSyntaxError: 'staticfiles' is not a registered tag library. Must be one of:
