Pulling down completed survey request gives error while processing Consent cde #673

It is found that when management command (pull_proms) is trying to download survey request (completed) from PROMS system, it gives error while processing PROMS Consent element. Although the process does not stop with failure, rather it continues. We need to handle the Consent element properly.
