Proposed solution is created with cookiecutter tool for. Few topics should be discussed:

Changelog - how it should be created (I'm a big fan of maintaining it manually)
Authors - who should be placed as an author?
Automatic documentation generation

CI/CD and release cycle is not a part of this PR - it should be discussed and implemented under separate PR
