Probably ought to be:

RDEPEND="dev-ruby/sqlite-ruby"

Actually, looking further, dependency exists each of the following:

app-misc/dradis/dradis-2.5.2.ebuild
app-misc/dradis/dradis-2.5.2-r1.ebuild
net-analyzer/wafp/wafp-9999.ebuild
net-misc/warvox/warvox-1.0.1.ebuild
net-misc/warvox/warvox-9999.ebuild

Curious.  Are you certain that dev-ruby/sqlite3 is preferred over 
dev-ruby/sqlite-ruby?  It's confusing to have both in the Gentoo tree; 
dev-ruby/sqlite-ruby has a greater version string, and both have the same 
reference URL.

dev-ruby/sqlite3 seems to be more up to date (based on the last update date), 
but only by a month.

move dev-ruby/sqlite3-ruby dev-ruby/sqlite3

To me that is fairly clear, not saying it is right, but that's what gentoo did 
so I matched it.
