Send email when proposal has won #24

When a proposal has won, send a gratulation email to Proposal Contact, Submitter (if != Proposal Contact), and Admin in CC.

Ideally, we add a reply to the "original thread" on the list too, but that needs storing Message-IDs for all proposals.
