Allow change of grant amount if not spent in full #34

We should be able to change the granted amount if, after completion, it is not spent in full.

Remaining funds should go to the available pool.

Displaying that a proposal was under budget ("granted amount X, but used only amount Y, freeing (X-Y) for other proposals!") would be a bonus.

As far as I understand, you simply go back and edit the proposal, then all budgets will be adjusted and the money will be available again for other proposals.

In terms of documentation, we could add a section below the narrative where we document that the original requested amount was X.

Admin access allows me to edit the proposal? How?

Right now only the user who submitted a proposal can edit it (until it goes live).
