Please contact me to compare notes.

I was finally able to get the certificate installed. I exported the WEP
certificate from my PC into .pfx format, then renamed the file to .p12 and
copied to my SD all over, started Galaxy S2, then could install key via
Settings > Location and Security > Install from USB Storage.
But still no luck, the WEP Secured Wi-Fi still asks me for a password and when
I enter the same one I used for saving my certificate and for updating my
phones config the Wi-Fi keeps trying to Obtain an IP address but never succeeds.

I have the same issue. I want to connect to a WiFi network via the WEP key 2,
but the app does not save the key and does not connect. Any progress on the
solution? I am also using the Samsung Galaxy S2.
