restructure geomapping #49

What steps will reproduce the problem?
1. go test.tradiechoice.com
2. Check the code and you can see that its calling maxmind
3. All other pages are using api.infodbtool need to make them all use maxmind 
method.

4. On ie an annoying popup is coming for ie8, possible use other sort of popup 
as the current one is annoying.

What is the expected output? What do you see instead?

The GEO Mapping is now not accurate.
Its showing my location in ocean near africa when I'm in australia for both the 
homepage and the place bid page.

Additionally in firefox, its not prompting browser for gelocation first.

- the last 5 placed that use ipinfodb switched to maxmind
- do not refresh twice from maxmind api (immediately on load, and again after 3 
secs, for the scenario when browser geo is denied access)
- do not use maxmind geo info after 3 seconds if browser geo enabled and 
position already located

In ie8 the page load hangs. 
then I open up other sites like news.com.au or theage.com.au and they open up 
instantly. Or I open up another site on my server and it opens up fast.

So I know its related to the geomapping. If I click on get quote page, it gives 
me popup message that geolocation is not supported. 

However two problems is now apparent.
If on old ie browser ie8 or less opens up page, it will take more than 30 
seconds to load. Additionally the map is not showing for ie8 or less.. 
if know that geomapping has capability to work for ie8.

Please resolve these issues.
