There is no mention for the need to toggle to the correct tab before requesting to list all patients or to list all doctors.

Team's Response

Use case should not contain UI details, hence this bug is invalid. Use cases are meant to specify system requirements. Toggling to a patient or doctor tab is a UI detail.

Reason for disagreement: There is still a need to toggle to the right tab as the tab will affect which items get listed since only either patients or doctors can be shown at any given time. Without using toggle, the user who is on the patients tab will not be able to see any doctors regardless of how many times they want to call list. So it is necessary in the use case for the user to switch to a different tab.
