mintty window becomes no response when stop a running native win32 command with ctrl+c #393

What steps will reproduce the problem?
1.run command: ping www.google.com
2.press ctrl+c

What is the expected output? What do you see instead?
no response for about 5 seconds,then ping terminated normally.

What versions of mintty, Cygwin/MSYS, and Windows are you using?
mintty 1.1.3, Cygwin setup 2.774 and Windows 7 ultimate.

Please provide any additional information below.

I'm also on Win7 Ultimate (64-bit), and I can reproduce the issue with the 
Win32-native version of rxvt, so I don't think it's a mintty issue. The email 
thread linked by hj.v makes indicates that it's a Cygwin issue. Snapshots of 
cygwin1.dll from June 8 onward appear to correct the problem.
