[tools] Correctly provide GitHub API Token #141

Fix https://github.com/mui/mui-public/pull/139#issuecomment-1869097990

I noticed this in https://github.com/mui/mui-public/pull/136#issuecomment-1869067489, frustrated to hit the rate limit.

I saw a few more options to help with rate limiting:

I will see if this is enough, it's already x3 better.
