[docs] Create Why Pigment CSS page #210

Summary

We have https://mui.com/blog/introducing-pigment-css/ that covers a bit of why we work on Pigment CSS. We also have https://mui-org.notion.site/pigment-css-Why-a-standalone-project-25205c31c8564e0daee6f79523de9b5c that goes more in-depth. Now, the very first thing I look at before adopting a new project is to understand why it was created, I want to make sure that their drive match with mine. So as a user, I would appreciate such a page.

Since it was decided that pigment css would be a standalone project with separate npm scope, it is bit disappointing to see details on it only as a mui blogpost, GitHub RFC and Readme.

It would be good to create a minimal standalone site first (something as sort of below) and have contents there than as blogposts.
