Introduce "File Caption" topic type to realize file referencing in Webpage Sections #33

This is a follow up of #32

Correctly modelled, this should be a value topic (data type Text or HTML) but as a child on the assoc type connecting the "File" topic with the corresponding "Webpage Section" topic (as the "File Caption" may differ when embedded in different webpage/contexts).
