Two simulations should be able to run at the same time #172

If the programmer creates two instances of the EvolutionChamber object, he 
should be able to run two simulations at the same time.  Right now, there are a 
number of static variables throughout the application which could cause 
problems in this situation.

The changes in revision r205 removed the static action list
