It would be very nice to have a phase of project creation that would permit an admin to pick and choose which built-in MQM issue types they would like to use in a project. The ability to import issue via metric file should be there, but the need to upload a metric file for every single project is redundant and hinders workflow.
Issues should be a selective pool, customizable on its own. Then, when the admin creates a project, they draw issues selectively from this pool they have created.
This would also mean that they don't have to keep metric files on hand. They only need to upload them once.
