download updated I Bond info, and calculate current value.

Shipped feature. Awaiting feedback from discussion thread on bogleheads.org: tracking IBONDs in your portfolio with bogle.tools

renamed title "support I Bonds". Marking complete. Will adjust as feedback requires...but it is pretty nice now.
