support TIPS in bogle.tools portfolio tracker #255

Support the list of CUSPIDs, and support the ability to update the latest values, etc...

How to calculate TIPS adjusted Principal and upcoming interest payments: https://www.treasurydirect.gov/auctions/announcements-data-results/tips-cpi-data/#currentDocs

cpi-export.json appears to be updated every time a new TIPS auction happens, which appears to be jan, feb, april, july, and oct. (tenative schedule)

It contains the following info on all the TIPS auctions ever: CUSPID, Interest Rate, Security Term (5, 10, 30), Original Auction Date, Maturity Date

Montly CPI + DailyIndexRatios are published each month when CPI numbers are published (CPI release calendar). Examples of XML download of that for 12/2023 and 1/2024:

January 2024 Reference CPI Numbers and Daily Index Ratios Table: treasurydirect.gov/xml/CPI_20231212.xml

February 2024 Reference CPI Numbers and Daily Index Ratios Table: treasurydirect.gov/xml/CPI_20240111.xml

Contains previous month CPI and for each TIPS CUSPID

the 20240111.xml contains: CUSPID: 912810FD5 (for example) Issue Date: 1998-04-15 For each day of next month (2/2024), it contains: RefCPI and IndexRatio for that day
