Rate calculation problem? #279

We went to https://treasurydirect.gov/BC/SBCPrice (calculator for PAPER) bonds. From here, we calculated bonds for years 2000,2001,2002,2003,2004,2005,2006. Years 2000-2005 came up with exact same #'s, but year 11/2006 came up about .12% more than the Bogle calculator. Don't loose any sleep over it, just curious.

we're double checking vs eyebonds.info, and yes, there are some small differences with 11/2006 and 11/2008 -- but not with 11/2007 or 11/2009. Debugging now.

Looks like it is a rounding problem. Investigating how to address.
