Creating a PR to surface this work for discussion in https://github.com/ipfs/specs/pull/305. This is a tentative proof-of-concept, and will likely require many changes based on the resolution of the IPIP

The original proposal is in flux, other possibilities to solve the uses cases that tagged pointers try to solve are emerging, hence I'm closing this PR. Feel free to re-open if you disagree.
