move CI branch into init-repo #17

We should have the ci branch in the [init](//github.com/multimico/init], so we keep the main repo clean with the core concepts.

The boot image has be get adapted so grub points to the correct cloud init configuration: https://raw.githubusercontent.com/multimico/init/ci
