Give a longer description of what this PR addresses and why it's needed

This uses Vega lite to render the sidebar legend. This is more robust than the d3 solution before. I also made the color scale work better with continuous and discrete scales.

Provide pictures/videos of the behavior before and after these changes (optional)

Are there any additional TODOs before this PR is ready to go?
