Give a longer description of what this PR addresses and why it's needed
This allows users to download networks and tables as JSON objects. Currently, these formats are incompatible with our uploader, but I'm planning to make some changes to allow them to be uploaded.
Provide pictures/videos of the behavior before and after these changes (optional)
No UI changes, this is just under the hood downloading javascript changes
