Add Google OAuth2 Instructions #17

Closes #16

Adds the required set up instructions for the Google OAuth2 credentials. These are developer docs so including them in the index tree might not be best, or there may be better ways to organize it all.

@waxlamp, some organizational guidance here would be useful

Might be good to add a note that anyone officially working on the project can contact one of the project leads to get the existing Google credentials.

And we can always restructure the docs later, since I agree that this page doesn't belong at top level, but there's no better place to put it right now.
