CEF character encoding copy-paste issue #1696

When user copy text from CEF window and Paste it in MTA Chat, Console or ceGUI input, the encoding gets broken (looks like mta doesn't support UTF8). If paste same text outside of MTA, everything is ok.

I'm commenting because this issue is 1 year old and no one has reacted to it yet. This is still indeed a real thing and quite annoying :)
