Add Ability to Set Vehicle Wheel Rotation #3487

This PR plans to add 2 functions that allow the scripter to manipulate wheel rotation for the vehicle. The function supports both Automobile & Bike (Including BMX) This sets all wheel rotation: setVehicleWheelsRotation(vehicle vehicleElement,float rotation)
