Speedometer doesn't show up on start #477

Which resource(s) have this problem? Speedometer

Describe the bug If the player is sitting in a vehicle while the resource is starting, the speedo will not be displayed, as it is only checked when getting in and out.

To Reproduce

  1. Get into a vehicle
  2. Start speedometer

Expected behavior When the resource starts, check if the player is in a vehicle, and if so, display the speedometer.

Version Client: Multi Theft Auto v1.6-release-22388 Server: MTA:SA Server v1.6-release-22409
