Extended header cleanup and apply notarized data from storage on bootstrap

Proposed changes

Overwrite applyCrossNotarizedHeaders, cleanupNotarizedStorage, cleanupNotarizedStorageForHigherNoncesIfExist for sovereignChainShardStorageBootstrapper
