Usability Blockers

[x] Victims should receive an email confirming rights immediately after submitting the form.
[x] Advocates should receive an email notifying me that a victim has updated their rights request
[x] Make sure all the rights are there 😥
[x] Add a back button, directly to the left of the next button
[x] Visual bug -- unselected victim rights should be de-emphasized by being a bit lighter

Visual Polish

[x] roughly 40-44px of margin above/below next button
[ ] "Back to Dashboard" link on the bottom of the confirmation page, in its own section
[x] confirmation page should be 10 columns, not 11
[x] Newlines before the actions on the confirmation page
