Settings: Use Flat File for Portability #22

As mentioned on the AudioGames.net Forum, the settings for the game could be moved from the registry as is currently done to a single text file. This was done recently with TDV, and allows for the game to be run from a single location.

It would also be good if the game automatically migrated the registry settings to the file and then got rid of the registry entry, in an effort to clean up after itself.
